It works now with an extra step: Reinstalling everything – incl. Fusion was the first thing I also tried yet Fusion could not be reinstalled with the version 2.0.58.0 on my Win11Pro initially.
I finally got it back to work. It seems the „NO_DOWNGRADE“ was related to vcredist where he error log from the extracted installer showed some problems.
1. Extracted the Fusion Service installer (my not be necessary when next step is done)
2. Download the latest vcredist (I used x64) from Microsoft site https://docs.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170
3. Reboot
4. „My Dell“ app now starts the service and runs
